National Conference Calls Manufacturers, Wholesalers and Retailers to Act in Reduction Movement

Washington.—A program of emergency measures in which all who attempt to make profits "beyond the requirements of safe business practice or economic consistency" were condemned, and manufacturers, wholesalers and retailers were called upon to cut prices to a level at which the public might feel justified in buying, the national conference on unemployment voted to recess.

The inauguration of the price-cutting campaign was the feature of the open session of the conference and steps are now under consideration to carry it into effect. The committee on emergency measures by manufacturers, which recommended the measures, will go into the details of the proposition by the time the conference reassembles, and it is the hope that a very definite downward trend in prices may be brought about and help to bring marked increase in industrial activity by the winter months.

Second in importance was the announcement that, in the opinion of the conference, the carrying out of the purely emergency measures was a community problem, and that the responsibility was with the mayors of various cities. It is proposed that emergency committees shall be organized at once in all communities.

Secretary of Commerce Hoover, who presided at the conference, explained that the program announced included only the emergency measures recommended by committees and that all other recommendations had been referred for incorporation in a supplementary report, which will cover permanent steps necessary to industrial reconstruction along lines which will go to avoid serious unemployment in the future. The program was in the form of a compilation from committee reports made by the organization committee.

One feature dealt with at some length in the report was the necessity for immediate resumption of the construction industry. High prices and "malignant combinations" in some communities had held truck stock, it was stated, and it was estimated that employment for at least 200,000 would be supplied if construction were resumed. Governors of states were asked to summon representative committees to get at the facts and attempt to start the building activities.
