The ship Rising States, captain Shaler, which arrived yesterday in 37 days from Amsterdam, sailed from New Dieppe on the 6th ult. but brings no intelligence that would confirm the reports lately circulated of a conspiracy against the first consul having been discovered in France. The French general Marmont had arrived in Holland, to take the command of the troops intended for the invasion of England; the gun boats, &c. appeared to be ready, and no new preparations were going forward connected with the menaced invasion,—The people, however, talked coolly about it, without forming an opinion as to the time it would take place.
The severity of the weather had obliged the British squadron to relinquish the blockade of the Texel.—The Batavian government had put all the lighters in requisition; the French were constructing fortifications at the Helder and New Dieppe. Only one British armed vessel had been seen off the coast for some time back. Markets for coffee & sugar, were good.
