The Reconstruction Bill Veto.

Notwithstanding its length, says the Evening Dispatch, we print elsewhere the President's Message vetoing the Reconstruction Bill and giving his reasons therefor. It is, by all odds, the ablest and most important of all the veto messages that Andrew Johnson has been called on to put forth. It abounds in those honored maxims and arguments that constitute the blood, flesh and life of republican government, and which the dominant party in Congress seem determined to trample out of sight and out of existence. The President never before uttered so full and eloquent a voice in defence of imperiled liberties as this. It will do honor to his name for generations. We shall publish it in our next.
