An English Picture of the English.

--The London Herald closes a sharp attack on Palmerston and his policy by the following picture of the present relations of England to the rest of the world:

"We have alienated all our old allies, and have virtually severed our alliance with our new ones. We are distrusted in Europe; we are despised in America. We are hated from China to Paris, from St. Petersburg to Rio Janeiro. We have earned the dislike of the Italians, the ill-will of Russia, the contempt of France, the hostility of Brazil, the ridicule of the Yankees, and the profound mistrust of the Confederates. The weak feel that they must always fear us, for we seem to be on the watch to pick a quarrel with the weak; the strong see that they may insult us with impunity, for there is nothing that we are not ready to bear from the strong. Such are the results of four years of liberal, spirited and consistent foreign policy."
