By the arrival of Capt. Lewis, in the brig Westpoint, in 50 days from Liverpool, papers are received to the 27th of July. They contain nothing of any consequence, respecting the combined forces and our Gallic Allies. Valenciennes had not surrendered at the date of the accounts received. On the 13th agreeably to articles of surrender, the garrison of Conde marched out of the town and laid down their arms. It consisted of 4008 men. They had been living for some time, on 11 ounces of bread, and two of horse-flesh, with some rice, per day. A considerable quantity of rice was still remaining; but bread very much failed. They carried out with them about 100 horses in good condition.
