We hear from Old Spain, that the war with France is far from being a popular step with the nation, any more than an alliance with England. The court and the clergy have lately had recourse to their old trick of begging patriotic gifts from the nation in order to screen themselves from bearing a share of the burthens of the war. But the project has not succeeded as formerly. The people begin evidently to perceive that while kings and priests are what they are among them, the liberties of the people are no more than an empty name.
