MARCH 15.

A gentleman arrived here yesterday evening, by way of New-York, who left Plymouth the 9th of January, informs, that when he left that place, it was publicly known, that the King of Great-Britain has issued a Proclamation, which was sent express to every English port in the West-Indies, to release all American vessels with American property on board, and to allow them damages: It was there generally believed, that his Majesty's proclamation was occasioned by the recapture of Toulon by the French, which inclined the British government to preserve its peace with America.
