House Gets Measure And Will Meet Tonight to Discuss It, But Cannot Act on It

EDUCATION GROUPS ARGUE ON SCHOOLS

Machinery Bill Discussed by Conference Committee, and Strong Arguments Offered To Permit Local Supplements; Bank and Beer Bills Considered

Raleigh, May 2.-(AP)-The controversial biennial revenue bill, with its modified three percent general sales tax, was passed by the Senate today and returned to the House for concurrence in amendments.

The House got the bill at its afternoon session. Speaker Harris ruled that it could not be voted on today, but that it could be discussed.

The House recessed to meet again tonight.

The measure differs materially from the draft passed by the House and sent to the Senate ten days ago, and, though the Senate changed its original position on many items to try and get House concurrence without referring the bill to the conference committee, its fate was in doubt.

Members of the education committees of both divisions held a long session to try and get the school machinery bill reported today, but did not complete a tentative draft. Judge N. A. Townsend, of Charlotte, and former Senator Rivers Johnson, of Warsaw, urged an unlimited permission to local units to supplement the $16,000,000 State fund for schools.

Under a suspension of the rules, the House passed a clarifying beer bill to limit the terms of licenses to sell the beverage to one year. Fear was expressed that the original bill did not specifically limit the time of the permits.

The House killed a bill to place stricter regulations on embalmers and funeral directors, but passed a measure to set up machinery for the operation of the consolidated department of revenue, highway patrol, gasoline inspection division and motor vehicle bureau.

A measure to prohibit "singling, nesting and over-changing of tobacco" was passed by the House. The bill is aimed at the practice of placing high grades of tobacco where buyers will see them, when the leaf is sold at auction, while the inside of the pile may be lower grades.

A "local" bill to abolish 1952 tax penalties in 48 counties, including Vance, was passed by the House and sent to the Senate.

The House voted to consider Thursday the Thompson bill to require that each of the 100 counties of the State be given representation on the University of North Carolina board of trustees. The board has 100 members.

A House resolution to have data concerning expenses of bank liquidations incurred and paid by the State Banking Department prepared without cost by the State Association of Certified Public Accountants was adopted.

On second reading the House passed a measure to allow a bank with $1,000,000 capitalization to establish branches when given permission by the State Banking Commission. Under a previous law passed this session any bank must have $375,000 in capital or assets, and the new law would allow the large bank to set up a branch without meeting that requirement.
