A Positive Disclaimer.

The charge that the Administration evinced a disposition to acquire Mexican Territory by its action in ordering General Ord to cross the Rio Grande, is positively disclaimed. It was asserted that the order was issued that American citizens might be protected, and as there is no established Government in Mexico by which its outlaws might be restrained and depredations prevented, the authority vested in the order referred to was the only means by which that object could be accomplished. The instructions regarding the punishment of marauders have not been modified, nor is a collision with the Mexicans apprehended.
