From Portugal.--Captain Hilliard, arrived at New-London on Wednesday last, in 64 days from Lisbon, informs, that the Decree of Bonaparte, declaring England in a state of blockade, had caused much confusion at that place. Business was wholly at a stand; and many neutral vessels that had been chartered, and were ready to sail for England, had refused to proceed, and were re-landing their cargoes.

Thirty thousand French troops were encamped in Portugal. The Portuguese government was raising troops and fitting out its ships of war with the utmost dispatch. On leaving Lisbon, captain H. saw a fleet of English ships of war off the Rock, bound in.
