Save that the Emperor of Germany has not yet acknowledged by any formal act the independence of America: he has however resolved not to suffer, if he can help it, the other European powers to run away from his footsteps with all the benefits of commerce with America. To this end his Imperial Majesty has raised the Baron Van Beelen to the place of one of the Lords of Trade in Brabant, whom he intends to send out without delay to America in order to negotiate the most advantageous treaty of commerce between his Flemish subjects and the United States of America.
