Thursday, Feb. 27.

Thomas Nash (Mr. Davis proposed a Resolution, requesting the President to direct the proper officer to lay before the House a copy of the proceedings of the Court held in S. Carolina, in the case of Thomas Nash, alias Jona. Robbins.--Mr. Otis said he was authorized to mention, that the Secretary of State had no farther authenticated transcript than had been submitted to the House.-- Mr. Nicholas then proposed to alter the Resolution, so that copies of the proceedings might be procured from the Clerk of the District Court. The question on the Resolution resulted in the negative--ayes 44--nays 51.

FRIDAY, FEB. 28.

A motion was made to suspend the order of the House, excluding Strangers from the floor. Negatived. Mr. Randolph, then enquired, who were now admissible, and being answered, "public officers, and persons introduced by the Speaker." He moved, they also should be excluded. Negatived without a division.

NON-INTERCOURSE.--The President, by Message informed, that he had signed the Act further to suspend the Commercial Intercourse between the U. S. and France.

A memorial was received from the Board of Health of Philadelphia, stating, that the plague raged to an alarming degree in the Barbary States; and a wish for a law to guard against its introduction into the U. S. Committed.

LOAN, &c. The report of the Committee of Ways and Means, recommending a loan of 3,500,000d. to supply the sum which the revenue was expected to fall short of the expenditures of the year 1800--and also recommending to suspend for one year the building of the six seventy-fours--was read; And the resolution authorizing the Loan, with a condition for its payment in 15 years, passed.

STAMP BILL.--Some progress was made in the Bill to establish a General Stamp Office. Ordered for a 3d reading on Monday.

Monday, March 3.

The General Stamp Office Bill passed to be enacted. A report from the Treasurer of the U. S. enclosing his accounts: and one from the Secretary of the Treasury, on exports and imports, were received; and ordered to be printed.

COPPER MINES.

A resolution on the subject of purchasing of the Indians some valuable copper mines, near Lake Superior, was laid on the table. Mr. Cooper presented a specimen of the copper.

A report on the subject of an alteration of the Judiciary establishment in the N. W. Ohio Territory, was read twice, and made an order of the day for Thursday next.
NAVY GOVERNMENT.

A bill on this subject, was read twice and committed for Thursday next.

NEW CENSUS.

The President of the U. S. informed, he had approved the Second Census Act, and the Military service land Grant Act.

WAYS AND MEANS.

The new Loan Bill, was read twice, and committed for Wednesday next.

Nash, Robbins The Murderer.

Mr. Livingston's Resolution, on the subject of this fellow's delivery up to justice, was again discussed. Mr. Livingston spoke near three hours on his motion; when the House adjourned.

Tuesday, March 4

Mr. Otis, from the Committee of defence, reported a bill to fix the compensation of the pay master general, and the assistant, to the Adjutant-General. Referred.

The President notified the House he had signed the Recapture Salvage Act.

Mr. Gallatin presented the following Resolution:--

Resolved, That the President of the United States, be requested to cause to be laid before this House, copies of any request, or any application that may have been made by the British Minister, or an agent of his Britannic Majesty, for, or concerning the delivery up of William Brightstock, otherwise John Johnson, John Evan, otherwise Michael Campbell, and Johannes Williams, otherwise Johannes Williamson, who were tried in the Circuit Court of the United States for the New-Jersey district, on a charge of piracy committed on board the British frigate called the Hermione; also copies of any communications to and from any of the executive departments, and any papers in possession of any of the departments respecting the delivery up of all or either of them.

The debate on this resolution was very warm and took up the whole of the sitting, at length it was negatived. Yeas and Nays were taken as follow:
