Editor, The Citizen:
Regarding your editorial in the May 4 Citizen, may I offer a suggestion regarding the community center. By putting the auditorium at 13th Street, will, of course, help property owners in this section. Myself for one, however, I do not think it right to make a side street of Duval and its environs. Here is my suggestion, which has been done in many cities as follows.
Leave your parking lot at Simonton and Angela, then go up over it with the exception of the fire department. On the second floor could be the community center or auditorium.
On the third floor, city offices and the city jail could be reached by two elevators. The fire department could be on the corner of Angela and Simonton Streets.
You might have to put more money into building but you would enhance the value of all surrounding property, where it is needed. This plan can be reversed and parking put on the roof, but I think the auditorium should be raised for looks and comfort of those attending meetings.

Main Argument
suggests elevating the community center auditorium over a parking lot at simonton and angela, with city offices and jail on higher floors accessible by elevators, to enhance surrounding property values without disadvantaging duval street area, as an alternative to the proposed 13th street location.
