Official Developments.—X, of the Baltimore Sun, writing from Washington relative to the official correspondence between this Government and the Spanish Minister now laid before Congress, says:

"Spain, it appears, threatened to proclaim the emancipation of her negroes and to still the rebellion of her subjects in blood. Her Most Catholic Majesty, Donna Isabella II., would prefer ruling over negro bondmen to being a constitutional Queen over white freemen. The threat to emancipate the negroes has alarmed our government as being fraught with dangers to this country, and remonstrances were accordingly made against it—it remains to be seen with what effect. It is the bloodthirsty policy of Spain which, from a power aspiring to universal dominion has sunk her into a State of the second rank."
