NEW YORK-(AP)-Other members of the Big Four foreign Ministers Council awaited words from Soviet Foreign Minister V. M. Molotov Wednesday whether they should plan an immediate or delayed start on German and Austrian peace settlements. And diplomats speculated that Molotov was awaiting word from the Kremlin.
The council met at 11:30 a.m. for another session on purely secondary questions still outstanding in the Italian, Romanian, Hungarian, Bulgarian and Finnish peace treaties.
By-passing the German question Tuesday, the council cleared up several of these, including provisions for a director over the projected international port of Trieste and for an intersectional port commission including the United States and other powers. This assures each of the Big Four a permanent and direct voice in Trieste economic affairs.
A disagreement arose over a treaty provision guaranteeing civil aircraft rights of distress landings in the former enemy satellite countries.
Molotov objected to putting any such provisions in the treaties, indicating he feared private aircraft would take advantage of it to fly without permission over eastern European countries.
There was hope of agreement on this point Wednesday and also hope of cleaning up minor economic provisions on which the Big Four were to receive recommendations from their deputies.
But the real crux of their work between now and the expected Friday adjournment concerns the work on Germany being mapped in preparation for the next big four conference at Moscow March 10.
Secretary of State James N. Byrnes, British Foreign Secretary Ernest Bevin and French Deputy Foreign Minister Maurice Couve de Murville want a panel of deputies named now to hold hearings for small nations on German peace questions. These also have urged naming deputies to get to work on an Austrian treaty.
Molotov first objected to these procedures. He said the deputies should not be given any tasks until the Foreign ministers themselves had met in Moscow and instructed them in general what to do. In response, Byrnes virtually has said he would not go to Moscow himself under such circumstances.
