Letters from St. Petersburg state that the regiments in garrison at St. Petersburg had received orders from the war department to make every necessary preparation for a speedy march. A letter from the last post-day has been publicly handed to the most respectable house at Riga, stating that the Russian force which has received orders to hold itself in readiness to march amounts to about 280,000 men in this city; and that the armed vessels ready to set sail to join the fleet in the Baltic amounts to ten ships of the line, making altogether 28 sail in the fleet. A considerable body of troops is ready to embark at Odessa, for the Black Sea. A second division is also ordered to prepare for the same destination, under the command of general Tolstoy.
