In his message Gov. Nash recommends the repeal of an act passed last May depriving the supreme court of nearly all of its appellate jurisdiction in regard to the government of municipalities, and advises the legislature to ignore the requests for the constitutional convention.
He then submits his ideas of the necessity of the situation in the form of a municipal code bill, the enactment of which he recommends. He recommends that no other subject of legislation be considered.
