An Express, we understand has been dispatched by government with orders to the officers of the United States on the Mississippi to take possession of Louisiana, &c. we also learn that Mr. Pichon, the French chargé des affaires, has conveyed the necessary authorities of his government, with the official order of the Spanish King under his own sign manual, for the surrender of Louisiana according to treaties. The occupation of New-Orleans and the investiture of our officers, will it is presumed be the first steps: Proclamations will then be issued and the present public functionaries, who choose to remain, will take the oath in the name of the people of the United States.

During the agitations last year a very efficient provision was made at the contiguous stations on our frontiers in the event of any necessity requiring recourse to immediate measures; Gen. Wilkinson had the requisite orders, which remain, we presume, yet in force. The Secretary at War has made his contracts for the necessary supplies: and in short the organization of affairs there is as perfect as the disposition for a game of chess.

The orders of the President of the United States for taking possession of Louisiana in form, according to the treaty of cession, were dispatched from the seat of government on Monday last, by express: and are expected to reach New-Orleans in eighteen days from that date: so that 37 days from Monday, or about the 7th of December, advices may be expected thence by the return of the express stationed by the Post Master General on the line from the City of Washington to our new territories.
