It has long been the boast of Lord North (on occasionally proposing what may be properly called schemes of government, which he knew the minority must be unacquainted with, and consequently not sufficiently prepared to meet him with a counter motion) to affect the greatest nonchalance about the business; and to say, if a better was then adopted, he was ready to pursue it. But if the Publick wanted to be convinced of the art of such jesuitical proposals, they need only recur to the treatment Mr. Burke's propositions met with last Wednesday in the House of Commons; as, no sooner did this wise and able statesman, with all the great and various knowledge he is possessed of, and in one of the most eloquent speeches perhaps ever delivered in any age, no sooner did he offer a plan for the preservation of his country, than his Lordship, through one of the mouths of his hirelings, so far from meeting him in a truly patriotick line, or adopting even one of his propositions, that he even for a while forgot common decency, by wanting to get rid of the whole, through the mode of calling for the order of the day. When a minister thus loses all sense of shame as well as virtue, the soundest and deepest reasoning is obliged to submit to a monosyllable negative, the purest and most classical eloquence to the babble of a set of ministerial hounds.
