EDMUNDS' RESOLUTION.
Mr. Russell Expected to Discuss It in Committee To-Day.

WASHINGTON, Jan. 17.—The house committee on foreign relations will to-day consider the Edmunds resolution, warning all foreign nations to keep their hands off the Isthmus of Panama.

The Democratic members of the committee, while favoring the spirit of the resolution, which, in substance, is a reaffirmation of the Monroe doctrine, are more inclined to report back the amendment offered by Senator Gray. This amendment declares that the United States will not regard with favor the political interference, while Mr. Edmunds resolution is more sweeping.

When the matter came up for discussion in committee Mr. Russell is expected to take a prominent part, as his long residence in South America and his diplomatic experience enable him to speak with authority.
