Tuesday, July 30.
SENATE. Mr. Davis presented the credentials of Mr. Winthrop, who, after being affirmed took his seat.
The report of the Foote and Benton Committee was ordered to be printed with the testimony.
Mr. Mason submitted a joint resolution declaring the resolutions for the annexation of Texas were conclusive evidence of her right to Territorial limits therein designated, read twice and laid over.
The Omnibus bill was then resumed. Mr. Sebastian offered an amendment to Mr. Bradbury's resolution, which was rejected. Mr. Benton spoke warmly against the amendment.
Mr. Winthrop voted throughout the day with the opponents of the Compromise bill.
Mr. Dawson's amendment makes the territorial government to be erected under the bill inoperative, in the portion of New Mexico east of the Rio Grande, while any dispute exists concerning the jurisdiction over that country. This proposition so important, elicited an animated and most instructive debate, in which Mr. Ewing distinguished himself, and the amendment prevailed 30 to 28.
In half an hour after, Mr. Bradbury's amendment for the appointment of a joint commission to investigate the controversy and agree upon the establishment of a boundary between Texas and the Provinces, was also adopted—ayes 30, noes 28.
The last vote stood for a moment or two a tie, until it was decided by Gen. Shields changing from the negative to the affirmative side. Had this amendment failed, the bill would have been lost, and it is not clear that it has been saved.
The Senate adjourned at about half-past four.
House. Mr. Winthrop said that he had received a letter this morning from the Governor of Massachusetts informing him that he had been appointed to supply the vacancy in the Senate occasioned by a distinguished friend now in the office of Secretary of State.
In taking his adieu of the body with which he had so long been associated, he wished to say, in the simplest and briefest terms, that he should always cherish the highest regard for its character; and he expressed his heartfelt wishes to the Speaker and each member for their health and prosperity.
The House went into Committee of the Whole and Mr. Bayly moved to lay aside the California bill, which was agreed to—95 to 68—and the bill to pay revolutionary and other pensions was taken up.
The bill for West Point appropriation was read and referred.
The revolutionary and naval pension bills were passed after a very short discussion, and progress was made with the fortification bill, which appropriates over two millions of dollars for the forts, arsenals, &c., of the country.
