Affairs in Washington.

WASHINGTON, March 24.

Eighty-two miles will complete the Pacific Railroad. In the House, a motion to extend the time for evidence in the contested election between W. H. Stradler and Eggleston, from Cincinnati, was defeated. The motion was in the interest of Stradler. Paine introduced a bill punishing civil or military officers having the power, but failing to enforce, the fourteenth amendment, with fine and imprisonment. Butler reported on the Mississippi bill. Beck moved to amend by granting the President power to appoint a Provisional Governor. Farnsworth gave notice that he would move to postpone till next session. Beck addressed the House in opposition to the bill, when the House adjourned.

In the Senate, the tenure of office bill passed, to the following effect: The President may suspend, during the recess, and appoint another to perform the duties—reporting the suspension, within thirty days after the next meeting of Congress, and nominating a successor. If the Senate refuse to confirm the nomination, and also, by vote, disapprove of the suspension, the suspended officer, at the end of the session, shall resume his office. The President need give no reason for suspensions. After executive session, adjourned.

A Senate caucus agreed to suspend the tenure of office for four years. It is reported that Grant accepts this solution, but the repealers are stubborn, and the result is doubtful. The omnibus bills removing disabilities in the Constitution on a partisan basis will not pass; the opposition is thoroughly organized and at a dead lock, until some general amnesty bill is adopted.
