Victoria, B. C., Jan. 26.--The Northern Pacific liner Sikh arrived this evening from Yokohama, with advices to January 13, as follows:
The Japanese diet reassembled January 8. The two houses were informed that no consideration would at present be given to internal enterprises. The budget for the current year was presented showing an estimated revenue of 90,300,000 yen, and an estimated expenditure of 85,700,000 yen.
Preparations for the projected expedition from the Lia Tung peninsula are continued but no signs of departure are perceived. Transportation of additional troops from Japan is now in progress.
The conviction is general that Wei Hai Wei will be the object of attack. Advices from Lieutenant General Nodzu dated January 8, contain nothing to show that the military situation is unsatisfactory.
