PHILADELPHIA, October 16.

A correspondent observes, that the opposers of the Federal Constitution are secretly affecting delay, in order to prevent its adoption. In the mean time, they are moving heaven and earth to prejudice the public mind against it. They do not reason, but abuse. General Washington, they (in effect) say, is a dupe, as is Dr. Franklin, an old fool—vide the Centinel, an Anti-Federal piece lately published in this city. They will, doubtless, in their next publications, assert, that Daniel Shays is the best patriot in the United States, and that John Franklin should be King of Pennsylvania.
