FROM VERA CRUZ.

Capt. Bukup, of the brig Gen. Victoria, arrived yesterday from Vera Cruz, informs that great excitement had been produced at that place on hearing the news of the capture by the pirates of the French Packet, No. 3, and the American brig Eliza of Philadelphia, and the massacre of all on board; in consequence of which the merchants in general and captains of vessels in port had waited on Com. Porter, who in compliance with their request, had furnished them with arms, &c. The Mexican navy was in a bad condition: almost all the seamen were discharged, and most of the officers had sent in their resignations. Only one of the ships of war, the Hermon, capt. Hawkins, was now at sea; all the rest were moored to the Castle, and the probability was that they will never put to sea again. The Hermon had been successful in taking a number of prizes, which had been sent into the harbor of Vera Cruz.

The frigate Congreso, was moored with anchors and chains, and two fasts to the Castle, and several other vessels in similar situations.

On the 31st July, H. B. M. frigate Aurora appeared off Vera Cruz; and com. Porter expecting a salute, hauled down his flag, knowing that he had not men enough on board to return the salute. All the other ships followed his example, and thus they all remained when the Victoria sailed. The seamen were most of them on shore in a miserable condition, without employment and without money—their year's wages having been refused them. Eight of the seamen and officers came passengers in the Victoria. All enterprise appears to be at a stand and the people principally engaged in the presidential contest; and there is scarcely a doubt that Gen. Guerrero would be elected President, and Don Ignacio Esteva, Vice do (who is a personal enemy of com. Porter, and opposed to a navy.)

The brig Hermione, capt. Hawkins was still at sea, cruising without orders, and had taken several prizes which had not been sent into Vera Cruz.

Commodore Porter expected to embark for the United States in a short time.

An officer and 9 men came passengers in the Gen. Victoria.

The Journal of-Commerce contains the following translations from the Vera Cruz papers:

Much excitement prevails in the city of Mexico, owing to the assassination of two very respectable citizens, in the open streets. The Government of this horrible act. One of the individuals murdered was a colonel in the Mexican army.
