There is no more rational, useful, expedient and constitutional mode of disposing of a portion of the surplus revenue, than in appropriating it to works of great public utility within the District of Columbia. All the members of Congress when they come on, ought to look at the Chesapeake and Ohio Canal, and consider how unfairly Alexandria has been treated with regard to it. Then let them examine that magnificent enterprise, the Potomac Aqueduct design in part to do us justice, as well as to complete the purposes of the Canal in bringing it reduced to the commercial port of all section of country, and then say whether it accords with the generosity and the wisdom of Government longer to withhold its liberal and just encouragement to the Virginia part of the District of Columbia.
