We should presume, that the frigates lately arrived from the Mediterranean and the greatest part of our disposable marine force, will be destined to the neighbourhood of the Havanna or the mouth of the Mississippi; for we have little doubt, in case of a war between Spain and the United States, that a detachment will be sent out from Cuba, and that New-Orleans will be the point of their attack. Relying upon the misrepresented disaffection of the inhabitants, the Spanish Court may indulge some unfounded expectations, that this ill disciplined and imbecile detachment may conquer and defend this important post.
