WASHINGTON, (AP) - The United States accused Russia yesterday of making "a reckless threat of aggressive action" in its protest against the alleged buzzing of Soviet ships by American planes.
In a formal note the State Department vigorously rejected Russia's complaint that aerial inspection of Soviet ships violates the international law and freedom of the seas.
Russia claimed in a note sent eight days ago that U.S. planes on 250 instances have made low-level dangerous passes over Soviet ships.
The State Department noted in its complaint the Soviets said it would be obliged "to take other measures which will be necessary to ensure the safety of navigation of Soviet vessels in open seas."
In its reply, the State Department fired this blast against the Russians for using such language:
"This can not be interpreted other than as a reckless threat of aggressive action against the United States aircraft proceeding on legitimate flights over international waters."
