U. S. CONGRESS.—In the Senate yesterday Mr. Sumner reported back the House bill to terminate the treaty of 1817 with Great Britain as to the naval force to be maintained on the Lakes, with an amendment. On motion of Mr. Johnson the Secretary of War was directed to inform the House of the number of slaves enlisted in Maryland. In the House, Mr. Stevens reported the army appropriation bill, which embraces items amounting to $511,000,000. Also, a bill to tax leaf and manufactured tobacco 20 to 30 cts. per lb. The bill for the reconstruction of the rebel States was postponed for two weeks. The military academy bill was passed, and the civil appropriation bill discussed. Both the Constitutional amendment, and the bill 'for the reconstruction of the insurrectionary States,' have been postponed for two weeks in the U. S. House of Representatives.
