OUTLET LOCKS. - The Chesapeake and Ohio Canal Company is making an effort to repair the outlet-lock at the mouth of Rock Creek, so as to permit the passage of loaded boats from the canal into the Potomac. The lock is made water tight, and has a board flooring. Some of these boards have become loose, and the lock will not therefore hold a sufficient volume of water to permit boats to ride through. During the war the government expended several thousand dollars upon this repair, but eventually abandoned the work. The repair of the lock will be a great advantage
