PEKING, Oct. 31. - President Yuan Shi-Kai announced today that if the government of the republic of China can negotiate a loan for the purpose it will at once order the construction of six battleships in English dock yards. This will be the beginning of China's modern navy and it is the intention of the present government to increase this force by six ships a year, provided the financial end can be arranged, until China has a fleet of twenty-four first class modern battleships. While these vessels are under construction officers selected by the new director of the navy, who is a retired English admiral, will be sent abroad to study and will probably spend some of their time on board ships of the British channel squadron in order that they may prepare themselves for the duty of organizing and instructing the crews which will be formed to man the new ships.

This decision of China to construct and man a modern fleet of twenty-four battleships would point to her relying on her navy to protect her from Japan, if not ultimately put that country out of business as a sea power.

When this program of the Chinese naval authorities is completed China will have a sea strength greater than that of Japan, provided the latter country does not augment her fleet.

To do this at the present time would be a hard matter for Japan as she is financially crippled and none of the powers would look with favor upon a loan for the purpose of strengthening her military or naval establishment.

Right now Japan has three battleships on the ways which she cannot launch because of lack of funds to complete their construction and armament. The people are now taxed to the utmost limit to provide for the army and navy and as no one will lend the money the little empire seems to be at a standstill in the way of naval expansion.

Should the Chinese succeed in putting through their present plan, and it seems that she will, with the backing of England, it will be a serious blow to Japan's aspirations for the control of the Pacific.
