The signal service is being transferred from the War Department to the Agricultural and the new officers will be the present chief signal officer, Gen. Greeley, one major, four mounted captains and four mounted first lieutenants, to be selected from the present force. In his annual report Gen. Greeley says the efficiency of the service has been decidedly improved under his administration and is steadily growing better. He only failed 14 times to predict cold waves and of those he did predict 95 per cent, were verified.
