FROM FRANCE.
On Thursday, the sch. Phaeton, Captain Webb, from Rochelle, in 35 days, arrived at this port with a very valuable cargo. Capt. W. brought no papers, but reports that the French Emperor was bending all his efforts to raise an army of 350,000 men, in doing which he met with considerable difficulty—that his object was supposed to be, to stand altogether on the defensive—that it was believed he had abandoned his Continental System—that Licences of any number could now be obtained, and that he was glad to resort to any means to recruit his exhausted treasury. Indeed, we have no doubt that it will take years, should he live so long, to recover himself from the dreadful blow he has received in his Winter Campaign in Russia.
