Spot Him.

A coal hauler was seen to whip one of his horses on Seventeenth street between First and Second avenues this morning. The horse probably did not walk just to suit the driver and the latter seized a big whip, and lashed the poor half starved brute in a most cruel manner. There is a law against cruelty to animals in force in this state and it should be enforced. There was no apparent necessity for the driver to whip his horse as severely as the above mentioned one did this morning. The police should spot him and if he does it again he should be run in.
