It was said at Washington on Saturday morning, that a cabinet council was to be held, to deliberate on the contents of the dispatches received the day before. And we know that it was yesterday the opinion of those who move in the most intelligent circles at the seat of government, that the president would send a message to Congress in a day or two.
What we recollect from appearances in the political atmosphere is, that probably, nothing of a very definitive character has been received from Paris. Nothing, perhaps, to produce much either of hope or of despair.
No formal declaration of war against Russia had been issued by Napoleon when the Hornet left Cherbourg. Every thing indicated, nevertheless, that war would ensue if Russia did not yield unlimited obedience to the doctrines of the continental system.
