The United States and Brazil.

There is enough, says the National Intelligencer, in the subjoined extract from the Washington correspondence of the New York Journal of Commerce to excite alarm in the public mind, prepared as it is, by what has passed, for almost any quarrel in which the Executive may think fit, in the execution of its new-born notion of "continental policy," to involve the country. Let us hope and trust that, for once, the correspondent of the Journal has been misinformed, and that things have not gone quite as far as he supposes towards involving us in another war:

WASHINGTON, June 9, 1847.

This Government appears to be on the eve of some difficulty with Brazil. Governments acting upon rash counsels can easily involve nations in war. I have seen and heard enough to convince me that the present Administration is assuming a tone of insolence and menace towards the Government of Brazil that will of course lead to a rupture—to the prevention of commercial intercourse, and, in due course of time, to war. The principles set forth in Gen. Scott's proclamation apply strongly to Brazil; but the leading official paper advocated, at the time, principles going far beyond the Mexican manifesto, and pointing to the duty which we owe to our own principles, and to the solemn obligations assumed by this Government in 1823, to extend and establish our own form of Government over the continent of America. The Brazilian minister, it is said, will be recalled by his Government, in consequence of his having made explanations, instead of asking apologies, in reference to the difficulties between the two Governments.
