ST. LOUIS, SEPT. 8.

Mr. Lindsley, agent for the General Post Office, arrived in town yesterday, having forwarded on the surplus mails detained for the last four months at Garrett's, an obscure town about fifty miles west of Shawneetown, where they were wantonly left by the contractors for transporting the mails between Shawneetown and Kaskaskia, in violation of the obligations of their contracts with the Post Master General, and their duty to the public. The late Post Master at Garrett's washes his hands, as he conceives, of the business, by having tendered his resignation some time after the mails were deposited at that town.
