Rules Adopted By Senate for Extra Session

The Senate yesterday adopted its own rules for the 1949 special sessions after making some minor changes so that the time for the introduction and transmission of bills will conform to the requirements of the short session. It also met with the House in joint session and adopted joint rules, also for the special session only, received two bills from the House and received a committee report on its own No. 1 measure.

The rules for the special session, as adopted yesterday, provide that bills must be introduced and also must be transmitted to the House by the fifteenth day of the session.

When the two bodies met in joint session a new amendment to the joint rules was proposed by Representative William Egan and caused a good deal of debate. The amendment provides that when a measure is transmitted from one house to the other, the house which transmits it shall be deemed to have possession of the measure until the time for a motion for consideration has passed.

May Reconsider

Under the rules, a member of the Legislature who votes with the majority on the passage of any measure may give notice that he intends to reconsider his vote. The notice must be given before the body adjourns on the day the vote is taken, and the reconsideration vote is taken on the following day. If, in the meantime, the measure is transmitted to the other house the member would lose his right to reconsider in the event that the second body should refuse to relinquish the measure, a situation that has occurred in the past.

The amendment was adopted in the joint session by a vote of 10-6 of the Senators, 23-1 of the Representatives.

The Senate received from the House H.B. No. 6, to adopt the recently compiled and annotated session laws as the Code of Alaska and referred it to the Committee on Judiciary and Federal Relations. H.B. No. 7, to provide for the purchase of five typewriters for the use of the Legislature was referred in the Senate to the Committee on Printing, Purchasing and Contingent Expenses.

Contractors' Bill Out

Senator Jones' measure, bearing the label S.B. 1, was brought out by the Committee on Taxation and Revenue without recommendation. Senator Rivers, chairman of this committee, stated that the bill, designed to place a license tax on contractors, is partly covered in bills that have been introduced in the House and that the committee lacked information to enable it to report either favorably or unfavorably on the revenue measure.
