Extract of a letter from New-Orleans, dated November 26.
"The rumour of a Spanish war has subsided—But an affair, however, happened the other day, which has given great offence to the Spanish Marquis.—A man by the name of M— was arrested by order of the governor of Pensacola, deprived of his property, and detained for a month on board of a Spanish vessel—He effected his escape with some difficulty, and returned to Orleans—Some short time after, finding the commander of the vessel here, he commenced an action against him for his goods— The man was arrested—The Marquis sent a verbal message to the governor, demanding his discharge, and threatened to leave the country immediately if it was refused.
"Our Wm. C. C. (as the Frenchmen in derision call him) acted decisively. He replied that he would not answer a verbal demand: but if the marquis was in haste, his passports were ready for him.—An application was made by his counsel to the court for the same purpose, and met with the same success, the man was not discharged, and the marquis has not left the country. They found some difficulty in arresting the fellow; the sheriff at first was prevented by about twenty Spanish officers with drawn swords, they however, thought proper to return them quietly to their scabbards, on seeing a file of soldiers with bayonets, prime and load."

Event Details
A man named M— was arrested by order of the governor of Pensacola, deprived of his property, and detained for a month on board a Spanish vessel. He escaped and returned to New-Orleans. He then sued the vessel's commander for his goods. Upon the man's arrest, the Spanish Marquis demanded his discharge verbally to the governor and threatened to leave if refused. The governor, Wm. C. C., refused the verbal demand and offered passports. A court application also failed. Spanish officers initially resisted the arrest with drawn swords but sheathed them when soldiers appeared.
