SPEAKER KERR'S VINDICATION. - The committee of the House of Representatives which has been investigating the charges against Speaker Kerr, on Monday made a report entirely exonerating him. The report was signed by all the members, except Mr. Bass, who was absent. It was offered by Mr. Clymer, and seconded by Mr. Danford, of Ohio, a Republican, who made a most feeling and effective speech. Mr. Hurlbut, of Illinois, also a strenuous Radical, made a manly speech; both speakers bearing testimony to the high and exalted character of Mr. Kerr. A proposition came from the Republican side of the House that the vote should be a rising one, and when it was taken two hundred and ten members, Republicans as well as Democrats, arose. When Mr. Kerr heard of the magnanimous conduct of his political opponents he was overcome by his emotions and wept. Mr. Kerr's character comes forth from the ordeal as gold purified by fire, and he will henceforth be better known and more thoroughly appreciated than if the bitter trial had not befallen him.
