Baltimore, Dec. 22.

A gentleman in this city has received a letter from his son in-law in Montreal, dated 8th December, stating that British troops in large numbers had the preceding day passed from Upper into Lower Canada; that the British government had presented 10,000 stand of arms and a large quantity of ammunition to those Indian tribes who had agreed to participate with them in the impending war with the United States. In Montreal the passage of a non-intercourse law by our government was viewed as a declaration of war, which if we dared to enact that the British would immediately march through and conquer the country. Such is the opinion entertained in that quarter and so little knowledge do they possess of our population, resources and patriotism.... American.
