PORTSMOUTH, February 19.

This evening arrived a frigate from the Downs with 300 sail of ships and vessels under her convoy, among which are 18 sail of outward bound East-Indiamen.

This morning sailed rear-admiral Macbride, with the following ships under his command, on a cruise off Cherbourg. &c.
