President Grant has again, without authority of Congress, declared war on the Island of Santo Domingo. A dispatch from San Domingo, dated August 8th, says that a new and well organized attack is to be made against Grant's usurper, Baez; and in connection it is stated that the United States war vessel Nantasket has left Samana and is cruising near Azua to cooperate with Baez by sea. The movements of this vessel are directed by President Grant, who, with the hope of carrying out his mad purpose of the annexation of San Domingo, with which the Congress nor the people are in harmony, has usurped the power to declare war. For his last abortive effort in this direction he was taught a wholesome lesson by Sumner, inasmuch as words are concerned: this time, however, it is to be hoped he will be arraigned for impeachment.
