AIX-LA-CHAPELLE, Feb. 14.

The prefect of La Roer has just addressed the following Circular to the Sub Prefects and Mayors of his department:

"GENTLEMEN,

Industry, which each year increases in the department of the Roer, brings thither a great number of foreign workmen. I have consulted the superior Authority on the subject of their obligations in respect to military service. Their Excellencies the Grand Judge and the Minister at War, have considered that it is not necessary they should have become Frenchmen; according to the term of the Napoleon Code, that it was the principle of political right that every individual should run to the defence of the country in which he resides and of the government which protects him. In consequence, Gentlemen, and in conformity to the letter of the Director General in the conscription under date of the 9th inst. you will place upon the list of conscripts, in the class to which by their age they belong, the foreign manufacturers and workmen who have worked in your district for two years, and take care that none of them are omitted! You are likewise authorised to apply to them the said decision respecting the National Guards."
