The refusal of some of the property holders benefitted by the Division street sewer to pay their assessment for its construction, as noticed in the proceedings of the Village Council, is based, we understand, upon the ground that the charter under which the village government is working is illegal, and therefore all its acts are illegal. It may be a very good thing for the public to know this, but we fear it will cost the contestants more to find it out than it would to pay their sewer tax.
