GOV. KEMPER'S LETTER.

Our readers have been informed of the charges against this gentleman based upon letters said to have been written to Mosby, and referred to by Wedderburn, as containing sentiments and propositions, utterly at variance with his position as head of the Conservative party of Virginia, and hostile to the institutions of his country. Placing little reliance upon so erratic and unreliable a politician as Mosby, we had no doubt that Gov. K. had either been maligned, or his language distorted. We have every faith in his integrity, and his patriotism, besides having a high estimate of his intellect, and though we never sympathized in his views on the Petersburg vote there was nothing in that which might not have been the act of a thoroughly conscientious man.

After reading the mysterious letters to Mosby, the long letter of Gov. Kemper in explanation and vindication seems almost unnecessary, so plain is the meaning of the first. They simply state propositions to be adopted as alternatives in a desperate emergency—propositions which no conservative in Virginia or North Carolina would hesitate for a moment to accept.

Truly the mountain has brought forth a mouse. The cloud of mystery has been dispersed in a moment by the light of truth.
