COLD AND HUNGRY.

The American's Washington letter of the 30th ultimo, gives the following humorous account of a party of very hungry and very cold—for that was the coldest day of the season—Baltimore politicians who visited the White House and the several of the Departments, on that day, soliciting alms:

MARYLAND POLITICS.—A number of Baltimore Republican politicians, constituting a committee of the Union League of America, arrived here this morning for the purpose of presenting to President Grant, Secretary Bristow and Postmaster General Jewell, a series of resolutions adopted at a meeting held on the 19th instant. These resolutions strongly censure the conduct of the affairs of the Republican party in Maryland, attribute the Republicans defeats to the misconduct of the Federal officeholders, and conclude by requesting the removal of "the Collector of Customs, Naval Officer, Appraiser and Postmaster, as the first step towards gaining our lost strength, and again numbering Maryland among her Republican sisterhood." The committee visited the President, Secretary Bristow and Postmaster General Jewell, and engaged in conversation for some time, but no expression of opinion was elicited to indicate what action, if any, would be taken in the matter.

This tender appeal for old clo' and cold wittels is enough to touch the stoniest heart; but the promised return for this coveted boon is quite as astounding as the Devil's promise to the Saviour on the mountain; and we might add about as likely to be verified. Sam Slick would say, what in thunder, but we wish to be extremely mild in our profanity on this occasion, and will only say what on earth, have these hungry fellows, to offer as a guarantee that they will hand Maryland over to Republican control, if the President will just seat each one of them in a soft place? What have these Baltimore politicians ever done even looking towards such a result as they promise. For the last fourteen years they have been quarreling over the Federal offices like a pack of hungry wolves over a carcass. They have disgusted all decent men of the Republican party, and doubtless driving many from it, while more have been repelled from uniting with it. How it would dispose the popular mind more favorable toward the Republican party, to turn out one set of politicians and put another set in their places, no better in any respect, if as good, we are at a loss to conjecture? The public will not be slow to perceive that a set of men on such an errand, with such bootless professions under such circumstances, have about as little brains as modesty; and in place of being the proper material to make civil service officers of, are fit only for "treason, stratagem and spoils." We have nothing to say for or against the present incumbents holding the Federal offices in Baltimore. A few of them we know to be capable, honest and efficient men. Many others probably may be, while some, perhaps, are scalawags; but these American Union Leaguers who go to the President and coolly request him to turn out the present officers, and put them in their place, are evidently not blushers, whatever else they might be if a good opportunity should offer. These office-hunting Leaguers seem to think the Republican party has no higher mission than dividing spoils, and making them the recipients. But these men, and the Administration too, may as well comprehend and act upon the knowledge, that the bickerings of Baltimore office-hunters has never and can never advance the interest and prosperity of the party they profess to serve, and their course has been fraught with evil and only evil.
