The Panama Canal Commission.

Washington, D.C., Feb. 24.-The personnel of the new isthmian canal commission as originally constituted by President Roosevelt was as follows:

Rear Admiral John G. Walker, United States navy; retired.

General George W. Davis, United States army; retired.

Colonel Frank Hecker of Detroit.

Alfred Noble, engineer of the Pennsylvania railway.

John Garber, mining lawyer of San Francisco.

B. M. Harrod, engineer from the Mississippi river commission, New Orleans.

William Barclay Parsons of New York. Mr. Parsons is chief engineer of the subway of New York and is regarded as among the leaders in his profession in this country.

Mr. Garber has already declined the appointment.

The President hopes to have a completed list ready in a few days.
