A NEW DEPARTMENT.

Mr. Clay has recently presented a memorial, signed by many citizens of Kentucky, praying the establishment of a new Department of the Government, for Agriculture and Education, which shall be charged with the collection and propagation of seeds and plants—improvement of cultivation—new implements of husbandry, &c. The Federalists have an unconquerable desire to extend the powers of the General Government; and having failed in establishing a great moneyed Department, in the shape of a National Bank, now, under their favorite clause of the Constitution, of "providing for the general welfare," would place Agriculture and Education under the control of the National Councils.
