Reverdy Johnson's Instructions.

New York, August 6.—The Herald's Washington dispatch states that it is ascertained that the instructions of Reverdy Johnson were not particularly strong regarding the Alabama claims. He was merely directed to pursue the same course as his predecessor on that question, but was more fully instructed regarding the American doctrine of expatriation. It is believed that the President and Secretary Seward authorized him to negotiate a treaty as to the rights of naturalized citizens similar to that lately agreed upon between Prussia and the United States.
